Yes. U can wash it and dry as many times as u want , till the time blades wrkng fine. Single razor wrks well upto 6mnths minimum.

How often should one shave their face?

According to your hair growth, for me it's been a month now for shaving again

Can a 16 y/o girl use it??

I dunno y a 16 yr old should need razor. Won't like my daughter to use at such young age.
