Can you dip a Bracelet in it?

You can, but I won’t recommend it! It is not water soluble and it drys fairly quickly, so any drips might be seen. I would use a small brush and paint it! Let it dry really well before wearing it. I have never used on Jewelry, so I’m not sure how it will look after a while, the color might change because of water, sweat etc.

Can this be used on a wood picture frame?

Yes, you could use it on a picture frame. Wood and metal seem to be a good base for the paint.
