Q: Do you need a switch inline to prevent the voltmeter from being constantly on when vehicle not in use?

Yes, need one, usually connected to the car battery, but it is connected indirectly.

Q: will this go to 16.5 volts ? Thank You

No it will not. This voltmeter monitors automotive battery voltage and anytime voltage is above 14.7 volts the indicator will blink and a buzzer will sound warning of voltage too high.

Q: what is the mAmp drain ?

The current drain is not the problem. The problem is that they are utter junk. I had 3 sets of these all fail within a short time, in the same manner (died to show a constant 5.5v in a 12v system) - the original set, and two warranty replacement sets. I finally gave up on them, even as warranty replacements. Bought replacements from PowerWerx, and they've been going fine for over a year, with no discernible issues. Slightly more expensive, but you get what you pay for.
