Yes it is tiltable and lockable. Although the whole chair tilts a bit even when it's locked.

Where is this made (I don’t buy things made in China)

Hello, there is no label on the chair itself. Not sure if it’s made in China. The seller is a London address. But, very pleased with my chair. Very well made and comfortable with a good size seat. Hope this helps. Regards
