No this is not for young children they are fragile figures and are not meant to be played with these are collector peices and not play toys

Does the bike have any metal parts or is it all plastic and rubber?

It seems to be plastic and rubber, that would be my opinion, BUT I also have left mine sealed in the box for display, so can't say 100%.

Does the motorcycle have any moving parts? Specifically do the tires and handle bars move?

handle bars move back and forth and I think the tires move, but not sure but they look like they do.Thank you
