Is it safe to use this industrial vegetable to clean vegetables and fruits?

Absolutely NOT food safe! This is industrial vinegar it is only meant for cleaning and weed killing purposes, think of this as an industrial solvent; no one would put solvent on their food. Use only grocery store shelf vinegar for fruit and vegetable washing (ie Heinz, or store/ local brands.)

Can this be used to clean/remove efflorescence off basement walls? If so, what is the recommended dilution ratio?

I would not use 45% pure vinegar in any enclosed space such as a basement. It would likely kill the mold, but it's a powerful acid and the fumes can easily damage lungs and eyes. I'm careful with out it out-of-doors; I don't use it if there's much of a breeze to blow the spray back at me, and I wear a mask and goggles. I don't have the expertise to tell you at what dilution vinegar would be safe in a basement.

Can you put around trees. If so, how far from the trees.

If you just spray the Gras with a fine mist it is fine and will not harm the tree. It will not get in the ground in enough of a strength even after a rain for the roots to pick up enough to do harm. Just do not pour it on the ground near a tree.

will this remove hard water (sprinkler) stains from red brick without damaging the brick?

I used it to clean the Hot Water coils in my furnace. Potent stuff. Needed a cloth over my nose and mouth. Don't know about bricks.
