Will this work as a connection from my PC to an old style monitior?

Yes. I got one of these to connect a new machine to a nine-year-old VGA-only monitor, and it all works fine.

Is it works from old laptop/pc etc vga to hdmi tv/monitor etc ?

I use this cable for my laptop and connect to my old projector, everything works perfectly. I can't comment on the TV because I've never connected it

Will this work if I put the vga into my pc and HDMI into my tv?

I double if the connections will work that way around. If you look at it, the HDMI screws into the back of the computer, so unless you have that sort of coupling on your TV, it's not going to work.
