How do you add ink to the pad once it starts to fade?

Is there a cover to this or a way to lock it so if accidentally pushed down it doesn’t stamp something?

What is the small double-sided adhesive strip for?

Our current stamp bleeds through my checks. Does anyone know if this one will do that?
