One delivers 13.8, another 13.94
The first one I got works great - does indeed deliver 13.8 volts when plugged into a 12V DC power supply. Perfect for my devices that actually need 13.8V (dew heater controller for my telescope, and Pegasus Powerbox for my telescope). I put Anderson Powerpole connectors on the wires.Second one I got is delivering 13.94V when plugged into a 12V power supply (12.4V), and is delivering 13.94V, which is making my Celestron dew heater unhappy and go into an overvolt condition. Docked a star for inconsistency. Device feels solid has a nice sized wire gauge.

13 volt max in 19.14 volt actual output
Works fine. Use it at half amp output for half hour and no heat. 19.14 was the actual output.

Burned out
This thing did what it was supposed to at first -- convert 12VDC to 15VDC -- and then after a couple of months it dropped down to 12V output, making it effectively useless. This is the second one of these I've purchased that did the exact same thing. It also killed my battery by draining it despite no current draw.

Read before you buy!! Not clearly labeled!
Says 12V-19V like 3 times in the title and once on the damn box but evidently they sell a bunch of different sub-models that you need to select from the drop down list. Mine defaulted to 12V-13.8V. The product is fine and does what it needs to but jeeeeeze just label everything more straight forward incase some of us use the "Buy Now" button.

It does handle the load
I put this between my PowerGate battery/power supply controller and the power distribution bus. It makes up for a battery that really isn't designed for Amateur Radio. And it handles both an HF/50 base radio and a VHF/UHF mobile operating at the same time.
