Q: Is this also a moisturizer?

It's not drying at all and is unscented. However, I personally would not use it as a daily moisturizer (and I don't think it's meant to be) because the fact that it's pretty water resistant would make it a bit pore clogging. I use lighter weight stuff on my face for daily regular exposure walking around and use this when I am going to be out in the sun like sailing or at the beach or pool. When I do need to use it, I make sure I use makeup remover cloths every night and buff puff once a week. Makeup remover cloths work nicely to get waterproof sunscreens off. This is not something you want to fall asleep with - it does a wonderful job as a non chemical sun screen, and staying on the skin is necessary for that. My skin has never gotten irritated from it, but it smarts a little if you get it in your eyes.

Q: Is this clear gel like solbar thirty sunscreen?

It is a thick cream. My dermatologist recommended to put a dime size amount into a palm full of a good lotion such as gold bond healing for sensitive skin. Mix the two together and apply as you would any lotion. I've been using this method for 10+ years and I'm extremely pale burn easy and genetically predisposed for melanoma and I've not burned once with Solbar. I highly recommend.

Q: octinoxate in the formula?

I see ceteayrl octanoate but no octinoxate. I went online and asked what the ingredients are instead of having to copy all for you. Q: is this an oil-free sunscreen?

Yes and it is water resistant up to 80 minutes, a cream, hypoallergenic, non-clogging and unscented.
