No, it doesn't have GPS or a connection, so it only rings if you are in Blue tooth radius. If you're ant a tracker then an air tag is what you need from what I understand.

Would these be ok to track an e scooter if stolen

It depends upon your expectations. It's a Bluetooth tracker so it requires connection to a phone. If you hid it within the scooter, that will affect the signal so would be as effective. Better than nothing but I imagine there are proper GPS trackers that will work better for your needs.
