According to Monoprice tech support: The height of the legs is 3.15 inches with a max height of 4 inches when fully extended.

would it be able to hold a 70 inch tv?

The glass is thick and looks strong, I think it can hold by buying the 22" long stand so the 70 Lbs. will not create stress on the glass. Before check the TV base if 22" stand will do.

Would a 4" high DVD player fit under this base?

No. At best a 2-3/4" high cable box. You could always find a clever way to prop up the stand (it's beautiful!) Sorry.

Are there gripper or soft pads on the bottom of the legs?

There are not any pads or grippers on my shelf legs. I have not had any problems with movement. I have a flat screen TV sitting on my shelf in order to have space for a sound bar.
