Would this work on a sterling sub bass with active circuit?

Yes, but I found that it didn't make too much of a difference on it's own. If I could go back I would have replaced the active eq with a 3 band eq like the Darkglass one or the Aguilar one. Or you could get the eq/pickup package. You would need to bury one of the pots in the cavity once it's set to your liking or getting a custom plate, but that's just my suggestion.
