Q: Is it adjustable around the neck and chest?

Unfortunately no. It is good quality and there are buckles that you would think were there for adjusting but they don’t really do anything but hold the clips on. However I really like this brand. I am on my second one as my dog has grown. The harness is soft on the inside so there is no chafing on my dogs inside legs as she walks.

Q: I have a Shiba Inu and her neck measures 14 inches but her chest is 22 inches. What size would be best for her?

I'm not sure yet I will say I purchased for a small jack russel/shitzu and it was too small. My suggestion would go a size bigger probably

My harness came with a six foot leash. It was black and did not match the harness color.

Yes it stays closed. It fits nicely and looks good.
