I need adhesive that sets up slow. How long will a 1 ft.b 1 ft. patch stay tacky/ Tried underwater adhesive' that dried before i got it underwater

I need the specific temperature in which I can apply the adehsive. I have a large tear in my liner and the in ground pool temp is in the 30's.

I have a tear in my above ground pool where the hose connects to filter water back and forth from the pump. Will this work?
