Can this unit be programmed for different parts of the day, such as low @ AM, hi @ Noon, back to low @ night?

The short answer is: This Thermostat is Programmable for 1 to at least 4 different Temperature Control Periods, per 24 hours. It comes out of the box setup for "WAKE", ~to Work, "HOME", and "SLEEP". The Periods can be renamed, and can be set to START at any Hour and minute, within the 24 hours day. Being Retired we set our Thermostat for two periods, Sleep and Awake.

Be aware that this is a smart Thermostat. The best example is in the Heat (Winter Mode) season, it keeps track of the rolling (constantly changing) average recovery time to get the temperature up to the desired AWAKE Temperature. For example you going from a controlled 65 degree to a controlled 72 degrees and the programmed the AWAKE time to 6:30 AM , it will start the Heat Pump or Furnace ahead of that time.  My wife has sensitive Hearing and habitually awakens at lets say 6:30 AM.  She get awaken when the Heat Cycles start 5:55-6:15, which she does appreciate! So we purposely set set the AWAKE time to more than 30 minutes ahead of the our real desired time.
We had three new Thermostat-s over the last 4 years. Two were connected to the WEB via WiFi. Both were easier to program with Smart Phone's Apps. This Honeywell is not WEB connected, but it seems to be easiest to Program. However the User Guide could be more explicit.   
We are just leaving the Heating Season and I been doing a little work in the area of our Air Handler. I was surprised at finding that the Heating Cycles were running only 2-3 minutes, when the outside temperature was in the low 60s. But I guess that understandable, being this Thermostat seems to want to control the indoor temperature to be within the apparent range of - .5   to + .5 degrees.

Question 2

Does this thermostat run on battery power all the time or are the batteries for back up power only. One review said that it operates on battery power

The AA batteries are required. The thermostat cannot use a 'C' wire for power. There are 2 warnings for battery power, but instructions say to replace batteries yearly even without seeing warning. If changed quickly, you don't lose anything, but they say you don't lose programming-only date and time if slow like me!
