What size range of steel i-beams will this clamp fit? the beam i have is a 4" wide flange by 1/4 thick. will this clamp work for a 150 lb punch bag?

Mine is 5.5" wide and .25" thick and I have no problem with a 80lb heavy bag. I have no doubt it would have supported a much heavier bag but, we're getting into uncharted territory with my experience. Good luck.

Does this things slide smooth on rail?

I don't think it's really meant to slide. You would have to keep the nut a bit loose to do that. Plus I believe this would cause the coating to wear off promoting rust, and eventually the hanger would fail. Depending on what is hanging from it, that could be catastrophic. If you need to hang something from an I-beam and be able to move it, you should look for a beam trolley. More money? Yes, but it's made to do what you want.

Will this hold a climbing rope safely?

It is not designed for that so I would say no it will not hold it safely.

Will this work for a pull up bar? I am loking into getting one to switch between my heavy bag and a pull up bar

I doubt it unless you have two of them and two points of attachment. Meant to support something hanging from basically a chain or something hanging straight downwards.
