Does this have a bleed down resistor or will i need to add one?

>99.9% of these capacities are used as phase shifter to assist in starting Alternating Current (AC as opposed to Direct Current) Motors.  I have never seen Bleeders use in this type of application.  And I never taken any personal per-cautions, when changing such capacitors out and have never been bit.   If your concerned about being bit, completely disconnect the circuitry from its power source, and use an insulated screw driver to shunt the capacitor. There is always the possibility of an associated circuit problem , rather than a Capacitor Problem, that could leave behind some sort of charge. In which case you could draw a good arc with a screwdriver.   If you addressing Capacitors used in Direct Current (DC) applications, by all means check out the original circuitry and see whether is had originally used Bleeders.
