BT-07 has a Box Topper like all the other ones where you get one of six Alt Art Tamers from this set (Takuya, Tommy, Koji, Zoe, J.P., or Koichi) Additionally, the english version comes with a promo pack that has an Alt Art of one of the six memory boosts from ST7 and ST8 (P-035 through P-040). In terms of Campaign cards, each pack has a chance of yielding 1 out of 8 promo cards (P-049 through P-056) which are the 8 ultimates of the 8 Adventure 01 Digi-destined.

Doesn't this come with a pre-release pack because I never got one when I ordered this?

I don't have a clue I haven't gotten any pre-release pack when I ordered the booster box .
