Does the true buffer works also for active bass with on board preamp?

The onboard buffer works regardless of the instrument plugged in to the tuner. With a bass with onboard active electronics you don't need a buffer, but it won't hurt anything to have it in line.

Can this tune 10 notes lower than standard bass tuning? I need it to hit a low F#. 5 notes below a B.
