does this toy have to be assembled first?

Yes indeed. This is not a toy, as specified on the side of the box. It is a very accurate scale model that, done properly, with painting, will consume 20-30 hours of your time.

Does it need paint or glue

model is in many parts...glue must be used and if you wanted it painted, do it yourself.
