Might want to attach a lanyard to the camera in case the clamp fails since it does not have a locking mechanism... The stainless steel and aluminum should be ok in freshwater, but might have galvanic corrosion issues in saltwater - rinse often. if using a ballhead, make sure its waterproof and rustproof as well.

Will this attach securely to the tubular frame of a lawn chair

This clamp will absolutely secure itself to a lawn chair. Question is how sturdy that lawn chair is. If that’s all ya got, put Grandpa in the chair for more stability!

Can this clamp to a 12mm rod?

Yes, the holes are drilled and tapped all the way through, but end at the pivot hole for the cylindrical clamp nuts. The holes are about 1/2" deep (14mm),
