Are these brushes good for water mixable oil paints such as the Windsor and Newton Artisan line?

These brushes work very well with water soluble oil paint . I work with them all the time as well as the short handled brushes. They are excellent with paint by numbers. Good luck!

can these be used for watercolor?

You certainly could but they're designed for acrylics. W&N has an economical synthetic watercolor brush -- the Cotman. Usually, natural hair is preferred, and it's more expensive. Look at the large vendor's offerings -- such as Dick Blick -- or check the brush manufacturers, such Rosemary & Co. They will have watercolor brushes labelled as such.
