18" Wide, 12" Deep, and 13" Tall. Handle height is 40" fully extended which is good for me since I'm ~6'5". It has 4 lengths you can pull the handle out for shorter extension.

No it doesn't have a waist strap.

Does someone knows if can it fit a Toshiba Qosmio x70-ABT3G22, with a 17,3" display? The unit size is: 16.5" x 10.7" x 1.7"

When I measure my bag it looks like it is 18" from the bottom of the bag to the zipper at the top. So, it looks like a 17.5" unit would fit and allow for the zipper to close; the 16.5" length would fit. It is about 12" across, so that would handle your 10.7" width. By my measurements you would be OK to fit the Toshiba in the bag. Jack M.
