do you have to push the button 7 times to turn it off?

One push to turn on, wait 4 or 5 seconds and one push turns it off. You do not have to go through the whole sequence. Brilliant lamp

Can it be used while being charged say from a powerbank? or does it stay off while charging

Is it waterproof? Can I use it in case of rain?

I would imagine it would hold up in rain. All of the inputs are covered

How long to fully charge

The instructions say 4 to 5 hours. Obviously that's for a full charge. As with all lithium batteries it is best not to let them get too low, so shorter more frequent charges are probably better for the battery.
