How are these packaged? Are the minifigs in individual packages or is packaged by stuff (i.e. legs all in one bag, hair in another, etc.)? Thank you!

The minifigs are packaged in individual bags. So it's easy to assemble. Thank you.

Why does it cost so much for 169 pieces?

Because people are gullible enough to spend inordinate amounts of money on little piece of cheap plastic. Watch the videos about the factories that churn this stuff out by the billions, with minimal employees to pay (I'm actually all for automation, but the politically correct bunch who love companies like this look right by their use of automation - giving them a pass - while condemning others). There is no reason these cost so much, except to keep the fun of toys out of the hands of ordinary children. They want only the rich and well off people to have toys like this. It's rather sickening and it's amazing that the hoity toity Europeans who talk about American wasting resources and giving breaks to the wealthy are the ones who propagate this crappy rip off.

Our set included only 13 people. How do we go about getting the other two people??

I would check with Lego and tell them what happened and see if they can send you replacement people.
