Does this only cut one size circle or can you adjust it to cut different sizes?

One size only, 11.28 cm diameter to give exactly 100 square cm area.

It says new and what I got was new.

Can you cut more than one layer at a time?

Possibly but I only cut one layer at a time. If the fabric is thin I do not see why it couldn’t.
