Id say 5 pounds. My 3 year old wears in without an issue

Does it come with some bubble solution?

It does come with a small bottle of bubbles, that likely won't last very long!

Does the pull cord pull? Does the gas cap come off or turn

No pull cord is fixed in place. Gas cap twists off.

It never worked how to start?

On/off switch on the tube battery compartment there try changing batteries to new ones make sure you have enough buble solution in the tank keep finger on the control button until bubbles start coming out if that doesn't work it could be something else
