Q: Is there a cutaway in the cover for the arm connection on the sides of the bottom cushion?

No there is not a cutaway. It is a continuous elasticized bottom which tucks into the chair where the arm meets the fabric and a small tie underneath which connects it to the underpart of the front to hold it in place. I am very happy with the overall appearance and would definitely recommend it.

Q: Would this fit onto a chair that doesnt have arms?

Yes, it will fit as long as the other dimensions are in sync. Note though that the cover does have openings for chair arms.
