Yes, it locks into place. Stays upright when using it.

Why won't my dustpan stand up straight?the length of the handles?

It should if you gently push it back in place. Mine was a little reluctant at first but with a gentle push it went into a flat open position. 52" tall of broom,38" tall for dustpan

Is the Brush angled? Is it great for corners?

Yes, it is angled and I find it does corners quite well. The bristles are frim but flexiable,the performance is very good.

How does the Built in scraper and comb/Teeth work?

After sweeping, put the broom near the teeth and pull up. Any hair or fiber on the broom bristles will stay at the teeth and falls into the pan leaving the broom clean and ready.
