Does this helmet come with chin strap?

No. However, there's an adjustment nob which can tighten the helmet firmly to your head. Moreover if you put down the ear muffs over your ears this will also help further to secure the helmet firmly on your head.

Does this fit all head sizes? My husband is a 7 +

Hi I'm 6 tall wih a pretty average sized head for a man of that size. There is plenty of adjustment both up and down when wear this hat comfortably adjusted for me. In my opinion your hubby will have no problems.
