How long do you keep it on? Does that time include pushing back cuticles?

It takes about 15 seconds to start dissolving the cuticle, I usually leave it on a little longer if they are dry and especially 'ragged'. After the treatment, I've not had to push my cuticles back, as it leaves them neat and minimal.

Does the bottle come fully filled up or is it 3/4th full when new?

The two I bought were both 3/4 full

I bought some of this and it doesnt work so am i missing something or doing something wrong here?

Put a thick layer onto your cuticles and wait for about 30 seconds - I then wipe it off with a cotton pad and push back my cuticles. Don’t leave it on for too long or it’ll start to sting

This product is for removing and reducing cuticles at the base of nails which you have on your hands and feet.... fingernails and toenails.... so Yes, I have used it on my toenail cuticles. Excellent product, but be sure to follow the instructions.
