It is ink for hot embossing technique. It is not waterproof, but after you put the powder on it and hit emboss the image become waterproof. There are interesting techniques in youtube with Hot Embossing. Check the videos of Jennifer Mcguire.

Can you use this on all colour ink pads please ?

No, it’s a refill for the versamark ink pad which is clear, it can be used as a ‘watermark’ (e.g. on coloured card, it goes a darker shade of the card, very effective.). But it is mostly used with coloured or clear embossing powder. It is thicker and stickier than dye inks and would change the composition of the dye ink. It would probably also distort the effect of pigment inks by diluting the colour I think, although i have never done this.

has it got a sponge type on the top

No, this is used for adding more ink to the sponge ink pad, this bottle has a small tip to allow you to apply ink where needed on the separate ink pad.

Can this be used with a dip pen?

I don't see why not. It is a thick liquid so should drip well and not be too runny. Hope this helps, have fun.
