The bottom hole of 3 is offset from the others and edge of the page. Is there any way to adjust the punches?

I would say your product is defective. This is not an adjustable hole punch, so if one hole is offset, you probably need to exchange for a new one.

Is this punch for the mini binder or the normal size binder? I am punching paper on the 8” side and not the 11” side would this work?

No. It is designed to punch holes on the 11 inch side to fit in a regular size notebook.
