Q: Can this be cut down to to length...31 3/4?

Yes. You just need to make sure that you take 5 1/4 inches off in 2 5/8" sections off of both ends. If that puts you too close to the predrilled and counter sun holes you may have to take the 5 1/4 inch section at one end and drill and countersink another hole.

Q: are they concrete screws?

Definitely not concrete screws.

This product provides an excellent base to seal with. In other words it provides no seal. Additional seal strip on the door is required.
