Q: can this punch/make a mark on hard steel that's enough for drilling to stay in place when drilling through it? how strong is it to push down for it?

It all depends on how hard the other steel is. The punch is hard relative to most everyday steels but not against case hardened machine parts. Use a short stub drill of cobalt in a rigid setup.

Q: are these easy and not too stiff to press down? i want to mark a small 6mm motor rod/shaft and need it to be easy to press down.

i found it easy but im used to it, it is expensive for what it but should last years, the only problem with marking on a thin round rod is slip when pressing down for the punch , if you can file a tiny flat spot onto the rod with a file it will not slip
