You can leave off one side of the hanging poles, either the single or the double .

I have 2 closets that measure 71" exactly (1" short of 6'). will this work without a closet expansion button? (my closet didn't come with one lol)

This set might be too wide for 71" closet. You will need to disassembly one adjustable rod, cut off couple inches from outer tube, and than assemble rod back together. Your set should feet in cliset after that.

Is it possible to cut the bars to fit a 5' wide closet?

You don’t have to use all the bars, I would say if you only use one side of the hanger bars it would fit into a smaller closet
