Since mousse doesn't involve tempering the chocolate, you "could", but this isn't really "white chocolate", it's "white wafers", and that's not a "typo", these are made with NO cocoa butter at all. You would be better off using a higher quality product.

Can this be used for drip cakes?

You could, if you want a firm white chocolate on you cake.
