This kit does not come with a soldering iron.

What voltage is the fan header's output?

The fan voltage should be the same as your power supply. If your supply is 15v the fan output will be the same. Most computer fans are 12v or 5v the 12v should run fine with a 15v output.

What is this coil's open-air output voltage?

The voltage is high enough to create 2-3 mm long corona discharge at the tip of the output wire.

Non-contact LED works but not lighting up end of copper wire. Should I use a bigger amp power source?

You should use more powerful power supply. 24V 3 amp power supply will produce larger discharge, but the transistors will quickly get hot, and if you want to keep it on longer than 10 seconds you should use a fan for cooling. I have added a 40mm 24V fan to my coil.
