Does it need to be charged? Found it at a garage sale and isn't working. It's turquoise.

I currently have a westcott ipoint orbit because it has the ability to sharpen colored pencils. does this one as well?

Will this sharpen the wider pencils, like the ticonderoga laddies? (the newer westcotts at costco do not)
