Can this be used with base stations for steam VR?

If you wait vive announced basestation less trackers that will pair with headset. I think the industry is moving away from base stations :(

Ordered on March 17th Amazon says it will arrive by 10pm on the 27th (today) but the product still shows as ordered. Is there an issue?

Yes, Amazon sucks! 80% of Amazon operated delivery the driver skips us. It's as if we are the end of the route and so when it's quitting time the driver must just go home. This currently is holding up hundreds of dollars as they had no problem charging me for it don't deliver it and now has my $400+ which should have been refunded the same day it was canceled and undelivered.

Is there a headphone Jack on this device?

There is an extra usbc connector so if you purchase a usbc to headphone jack it works. Check out the HTC Vive forum for more info.
