Is it ok to use gunk engine degreaser and power wash off with clean warer before applying aquasteel?

Should be okay but do a test area first. Remember that Aquasteel needs rust to be present - for the conversion to take place.

Can i use this for the inside of a diesel fuel tank.

Sorry, no - not suitable for any fuel tanks.

Can it be used on exsust

Not sure (exhaust on a car), but I have used it on a metal chimney which gets really hot and it has worked well. If it is surface rust it will probably be fine but if it has rusted through and is holed I think new exhaust...sorry

Is this thin enough to apply by hand spray?

I doubt it. Much better to apply with any old brush and rub it in.
