Does this have cleats and do the front handlebars move backwards + forwards as well as up and down. Also how noisy is it? Wd you be able to hear TV?

No cleats. Handle bar moves up and down. But not back and fowards. The saddle moves back and forward. Only a very little noise.

does this bike have toe clip pedals

Yes it does. I think is a solid bike for the price. The down side is the console. You have to buy it separately. It’s not available in Amazon, or at least it wasn’t when I got the bike. It’s pricey, very basic and bad quality.
