Does it give stability to your foot, preventing it from swaying side to side?

There's no swaying side to side, this is a narrow style shoe.

How do you clean the material?

I know some of my friends tell me they just put in the washing machine, but I use regular bar soap and luke warm water, if stubborn stain I use gentle nylon hand brush and it cleans up nicely. If I anticipate really tough stains I put liquid dishwashing detergent on the stains and allow to soak overnight and then I go through the process with a regular bar of soap and allow to air dry (remember to remove the insoles)

Is this a walking shoe?

It is more of a performance running shoe. Any shoe can be walked in however.

I am an 8 2e mens for the ghost 15. is this shoe the same size fit as the other brook shoes? or should i get 8.5?

The Hyperion Tempo might be a bit more narrow than the Ghost, so the 8.5 might be a good option to give you a little more room.
