The 40mm dimension is the height and maximum width of the internal D rings. The width of the folder spine is 60mm. I find it to be a really well-made product.

Is this binder wide enough gor filing punched A4 pockets?

Hi, just and no more. I got it to present a portfolio as I don't like the big 4D binders but in hindsight I should've used a larger folder. Its ok. Sorry, that probably hasn't answered your question.
