The camera is fixed to one position whilst attached to the overhead plate. That being said, as long as you factor this into your filming / photography, you can swap the rotation in post.

do cameras and light wobble when bumping (slightly) into the desk?

I am not sure what you mean as this is a heavy duty steel table top rig and so any cameras or lights fitter to the rig would not wobble unless the lights or camera are not fitter tight to the rig
