is this just the band or the whoop?

This is only the band. You have to subscribe to Whoop to get it. I will say it's 100% worth it.

Does this comes with tracker?

Not the band- you must buy the system if you want the tracker

Can it alert you if your heart rate exceeds 100 bpm even at rest?

No. That is not Al what WHOOP is set to do. It is a fitness tracker not a heart rate monitor
