You need to cut these two parts and then open it

As long as you get the correct size. The typical 1/4" wiha bits are too big for this driver.

is it a ratchet system?

No, it is not. Don't see the need for this to be a ratchet unless you're dealing with some really lengthy small bolts or screws....
