I get 1/8" or 3.5mm using a very basic pocket caliper. Keep in mind the material is soft and easily squeezed.

I need a fairly stiff (but still bendable) woven nylon material that cuts easily. Does that describe this filter?

Yes this is perfect for any universal filter device mostly wall air conditioners like mine but I use it all the time and holds the dirt well and solid and bendable and cuts very easy. Good price and effective filter.

What is the filter made of?

I'm not sure. It feels and looks like spun nylon/polyester. I can tell you it's the best filter I've ever seen or used.

How do you attach this filter to the plastic frame?

unsure what you mean plastic frame. i remove the ac front cover. cut to fit over fins and place it on. put cover back on. this fiter can be washed and put back on.
