What size is recommended for 23lbs?

We ordered by size and the suits fit very well so order by clothing size

What are the dimensions of the sizes? how long is it? how wide is it? what are the flotation parts made of? is it foam or do you have to blow it up?

my almost 3 year old weighs 27 lbs and wears a size 2t-3t - should i purchase the 1-2 yr old size or 2-4?

2-4! We purchased the 2-4 last summer and my daughter is the same age/size and it worked then and still fits for this summer

Will these keep her head off the water ?

unfortunately for my little one it did not. she was 1.5yrs about 25 pounds at that time. As cute as it was I wanted to love it but we had to send it back. I was hoping for something that would keep her upright and this tipped her forward to much and we were unable to keep her head out of the water. Would be better for more experienced swimmers. She was still starting out and we were in search of something specific. Better luck for you guys
